Description and Provenance (K07401.01) regarding the Louisiana Purchase x: Autoograph letter signed “Eben. Elmer” as Congressman to unknown recipient, two pages; Washington City, January 14, 1803. “...It was a transaction between two sovereign foreign nations, & at a time when we were not on friendly terms with the one to whom the Cession was made; & that by the laws of Nations we had no right to make a demand for any information on the subject... Besides no Legislative act at present could possibly grow out of any information we might receive; especially as negotiations in various ways are now pending on the subject. The Fed[eralist]s objected violently against that part of the resolution which confides in the wisdom of the Executive, & proposes to wait the result of Negotiations.The genius of our Government refers to the intercourse with foreign nations to the executive...
